While the market has evolved over the years, it remains true to its original mission: offering locally grown produce, handcrafted artisan goods, and deliciously locally prepared foods. Ashley Valley Farmers Market (AVFM) Policies and Procedures

Market Location and Time

The market will be held every Saturday from 9:00 AM–1:00 PM, starting the first Saturday in July through the first Saturday in October (weather permitted), in the Library Commons area at approximately 225 East Main Street in Vernal, Utah.


Market Sign Ups

Early Bird pricing deadline is May 1st at 5:00 pm. If vendors pay for 7 or more market dates. Vendors may reserve booth spaces for specific dates only if they prepay and submit a completed registration form. After 9:00 AM on a market day, all unclaimed spaces will be available on a first-come, first-served basis for that day. Fees are non-refundable except in extreme circumstances.


**Attendance ***

All vendors must be set up and ready by 9:00 AM on market day. If you are unable to attend due to an emergency, please notify market management via email or Facebook message. There are no refunds.


If a vendor has not arrived, the stall may be reassigned to a vendor on the waiting list. Notification of absence is appreciated.


Product Definition

All products must be grown or handmade by the vendor, their family members, or sourced directly from a grower. Prepared foods must be made by the vendor or their employees and must meet all required certifications. Only the vendor, family members, and/or employees may sell from the booth.


The resale of wholesale or retail items is strictly prohibited. The sale or giveaway of live animals is prohibited. Vendors selling unapproved items may be removed from the market.


Booth Definitions

Vendor stalls consist of a space on grass or asphalt. Vendors must supply their own tents and tables if needed. Vendors requiring additional space must indicate and purchase extra stalls.


All vehicles must be parked in designated public parking areas. Please do not block customer parking spaces near the market.


We ask that the market area be left as it was found. Damage to grounds, plants, or trees is prohibited.


Stakes are not allowed to secure tents or canopies due to underground utilities. Weights are strongly recommended to secure canopies and prevent wind damage. Vendors are financially responsible for any damage caused.


Prices for Booth

*$10 per market for Farmer/Grower vendors who grow and sell fresh produce or plants not subject to collecting and remitting sales tax. Vendors with “Farm(s)” in their business name do not automatically qualify for this rate unless they meet the definition outlined in these rules.


*$25 per market for art, craft, homemade goods, all other (e.g., salsas, jams, jellies, cheeses, butters, etc.) are subject to Utah State Tax Commission sales tax collection.


Combination

Vendors selling both taxable goods and fresh produce or plants must have at least 90% of their booth dedicated to produce/plants to qualify for the farmer/grower rate. This category is subject to Utah State Tax Commission tax collection.


Food Truck Vendors

$40 per market, subject to space availability.


Applications

All vendors, including returning vendors, must submit a complete application each season. Submission of an application does not guarantee acceptance. Vendors will be notified of acceptance primarily via email (or by postcard if no email is provided), typically in late May.

Online applications are accepted; however, mail-in or in-person submissions are preferred. Applications are not considered complete until payment is received.


Fair Business Practice

All vendors must follow fair business practices. All transactions are solely between buyer and seller. The Ashley Valley Farmers Market is not responsible for disputes.


Farm or Business Visits

Market management reserves the right to visit any farm or business to verify that products are vendor-produced.


Loading and Unloading

All loading and unloading must occur from parking spaces. Vendors requiring handicap access may temporarily park behind or on the east side of the market for loading/unloading only. Vehicles must be moved immediately after. (Indicate this need on your application.)

Due to limited parking, vendors are encouraged to park further away to leave closer spaces for customers.


Structures/Tents

Temporary structures may not be secured by staking due to underground utilities. Canopies must be secured using weights. Vendors should be prepared for inclement weather and are responsible for any damage caused.


Clean Up and Trash

Vendors must clean their booth area and remove all trash at the end of each market day. Unsold produce may be donated to local organizations (e.g., food pantries or care facilities). Contact market organizers for donation information.


Sales Tax

All vendors, except those selling only fresh produce or plants they have grown, must collect and remit sales tax to the Utah State Tax Commission. Farmers/growers must still submit required documentation even if no tax is owed.


Licenses and/or Permits

All vendors must obtain and maintain any required licenses and permits prior to participating and provide copies to market management. Vendors without proper documentation will not be allowed to sell. A Vernal City business license is not required for participation.

All vendors must comply with local laws. Vendors preparing or selling food must strictly follow Tri-County Health Department and Utah Department of Agriculture and Food regulations.

Health Department

All food vendors must comply with Tri-County Health Department and/or Utah Department of Agriculture regulations. Vendors preparing or sampling food on-site must display required permits and signage. Failure to do so will result in inability to sell prepared food.


Non-Compliance

Market management reserves the right to refuse, remove, or reassign any vendor or product not in compliance with market rules. Vendor locations may be adjusted as needed for safety or market operations.

Uintah County, Vernal City, and Ashley Valley Farmers Market organizers are not liable for any injury, theft, or damage to persons or property related to participation in the market, whether before, during, or after operating hours.

Vendors agree to indemnify and hold harmless Uintah County, Vernal City, and market organizers from any claims arising from participation. Vendors assume full responsibility for their products, equipment, and operations, including any claims related to injury, theft, damage, consumption, or use of products.
